The action against W is abruptly dropped (without apology, however) because of monumental stupidity (even for a DEA agent).
It seems the agent (seen beaming with pride at right), misunderstanding the lingo of corrupt officialdom, has surreptitiously planted Wagner on cocaine, instead of the other way round....
